Description
In September 2024, Hurricane Helene forced Baxter International — the leading U.S. supplier of large volume intravenous (IV) fluids, sterile water, and peritoneal dialysis solutions — to halt nearly all production at its largest manufacturing facility in North Carolina. This disruption critically impacted hospitals nationwide, requiring a strategic crisis response by the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) to maintain fluid supplies across its healthcare network and reduce impact to Veteran patients. In response, VHA rapidly assembled a Tiger Team to manage the crisis through: 1) end-to-end coordination of the Baxter fluid supply situation; 2) development and dissemination of VHA-specific conservation strategies; 3) oversight of national cross-leveling efforts, including cache redistribution, facility prioritization, and tracking of burn rates, allocations, and supply levels; and 4) streamlined communication with internal and external stakeholders. Due to the Tiger Team’s efforts — and the collaboration of VISN leaders, facility administrators, and frontline staff — VHA successfully mitigated the shortage with minimal appointment cancellations or care deferments. Following the resolution of the crisis, VHA conducted an after-action review to validate clinical, administrative, and organizational strategies. These recommendations now serve as a roadmap for sustained fluid management optimization. By institutionalizing these practices, VHA strengthens its resilience and ensures continuity of care for Veterans in the face of future supply chain disruptions.
