The Defense Health Agency (DHA) Clinical Investigations Program Office (CIPO) plays a vital role in advancing military medical readiness and improving patient care. As the administrative oversight function for 25 Military Treatment Facility (MTF)-based Clinical Investigation Programs (CIPs), CIPO facilitates scholarly activity, research, training, and clinical investigations that directly support Graduate Health Science Education (GHSE) and allied health programs. These efforts ensure that military medical forces are equipped to deliver exceptional healthcare to beneficiaries while maintaining readiness for combat operations and humanitarian missions worldwide.
CIPO’s mission is to improve health and readiness by enabling the execution of innovative research and scholarly activity that supports the operational training, and accreditation needs of over 550 graduate medical, nursing, dental, and allied health programs, collectively serving more than 5,000 trainees. By fostering a dynamic environment of learning and discovery, CIPO drives excellence in military medicine and ensures that MTFs function as learning-teaching hospital systems. This approach not only enhances the quality of patient care but also strengthens the development of military medical operators and leaders.
CIPO operationalizes its mission through four strategic functions: (1) aligning GHSE and allied health scholarly activities with DHA research and development priorities, (2) leveraging electronic systems to standardize clinical research management, (3) sponsoring overarching agreements to enable multi-site collaborations, and (4) strategically tying scholarly activities to military readiness priorities. These efforts are guided by key DHA publications, including DoD Instruction 6000.08 and DHA-Procedural Instruction 3200.02, which ensure research feasibility, scientific rigor, and alignment with readiness goals.
Scholarly activity, a foundational requirement for Accreditation Council for Graduate Medical Education (ACGME) accreditation, is central to CIPO’s mission. By advancing knowledge, methods, and materials in teaching and discovery, CIPO supports the development of innovative solutions that directly impact patient care. For example, collaborations with Veterans Affairs to standardize research within the Electronic Health Record have improved access to clinical trials for both DoD and VA beneficiaries. Additionally, partnerships with academia and non-profits have expanded research opportunities, fostering the development of cutting-edge treatments and technologies.
CIPO also provides centralized resources, such as the Research Support Hub, to assist researchers in navigating DHA processes while ensuring regulatory compliance and safety. Quarterly training forums address knowledge gaps by offering targeted education on topics like artificial intelligence, grant writing, and optimizing research capabilities. Stakeholder forums and newsletters further enhance collaboration and communication, while the annual Young Investigator Competition highlights innovative research that advances military medical readiness.
Through these initiatives, CIPO demonstrates its commitment to improving patient care, advancing military medical innovation, and ensuring the readiness of military medical forces. By facilitating high-quality research and scholarly activity, CIPO reinforces the DHA’s role as a joint, integrated Combat Support Agency dedicated to delivering exceptional healthcare and sustaining a medically ready force.
