#198 - Beneficiary Perspectives on TRICARE Cost-Sharing Changes for Calendar Year 2022

Description

The Department of Defense administers an integrated health system and health insurance-like benefit program called TRICARE. The program is managed by the Defense Health Agency (DHA), who is required by law to make annual adjustments to TRICARE’s beneficiary cost shares. These updates are based on dollar-amounts specified in law, or through a statutory formula. On November 5, 2021, DHA announced its annual cost share update that took effect at the start of calendar year 2022. The aim of this study is to identify and describe the attitudes and sentiments of TRICARE beneficiaries directly after DHA announced annual cost-sharing changes in 2021. Data was collected from Twitter.com and through key informant interviews and examined using a thematic content analysis and sentiment analysis. Five major themes and 12 sub-themes emerged ranging from TRICARE literacy, perspectives on TRICARE decision makers, attitudes about TRICARE’s value proposition, and varying levels of awareness about annual changes to the program’s cost-sharing requirements. This descriptive qualitative analysis identified several themes relating to the attitudes and sentiments of TRICARE beneficiaries after recently announced cost-sharing changes to the TRICARE program. TRICARE beneficiaries appear to have a wide range of literacy with many aspects of the TRICARE program, including its cost-sharing requirements. Effective communication and beneficiary awareness may be a useful strategy to address perceived gaps in basic TRICARE program understanding, prepare beneficiaries for changes in cost shares, and to mitigate sentimental discourse among beneficiaries.
