#192 - Forging Health Equity: Veterans' Wellness Thrives Through Innovative Private-Public Partnerships

Achieving health equity requires recognizing the impact of social determinants of health (SDOH) and implementing initiatives that address these root causes. The SDOH of Veterans closely mirror the factors affecting the general population.1 The United States (US) Department of Veterans Affairs (VA), as the nation's largest integrated healthcare system, is committed to deliver cutting-edge innovations to the Veterans, their families, caregivers, and survivors. With a workforce of over 371,000 healthcare professionals across over 60 professions, the VA extends its healthcare services to encompass more than 9 million enrolled veterans.2 Public-private partnerships (P3) are a collaborative arrangement between government entities (public sector) and private sector organizations, and an effective mechanism to jointly work towards improving health outcomes and reducing health disparities in a community or population. Partnerships leverage the strengths and resources of both sectors to implement policies and initiatives aimed at achieving greater health equity.3 The effectiveness of P3 greatly relies on their structure and specific environment in which they are put into practice.4 Additionally, trust and adequate resources contribute to the success of partnerships.5 The VA’s National Center for Healthcare Advancement and Partnerships (HAP) supports emerging healthcare advancement initiatives (HAIs) through implementation of non-monetary partnerships. Through strategic P3 at the national, state, and community levels, the VA advocates for elimination of health disparities, including access to (1) high-quality care; (2) healthy foods; (3) training and employment resources; and (4) civic participation and social cohesion opportunities. To increase access to high-quality care, the VA developed a partnership with an innovative video streaming platform company that leverages technology to improve Veteran health information resources. The digital platform connects Veterans to hundreds of leading physicians across 37 specialties, to provide personalized and secure answers to their health-related questions. The collaboration additionally expands access to video channels developed by renowned medical institutes. The VA also facilitated a partnership with a science-driven philanthropic organization to address food insecurity, promote healthy eating habits, and improve health outcomes for Veterans. The collaboration expands access to nutritious food for Veterans through various interventions, including medically tailored meals and produce prescription programs. The initiative provides eligible Veterans 0 monthly for fresh produce, nutrition education, and coaching from registered dietitians. A partnership established with a cloud-based software company provides resources to Veterans and military service members transitioning from active duty to civilian life and their spouses/families. The collaboration provides online training on Veteran benefits, classes and certifications for technology-based careers, professional development courses, and access to employment opportunities. Over 55,000 Veterans and their families have benefited from the partnership including over 30,000 individuals reskilled and upskilled through the technology career training and over 16,000 individuals completing VA benefits and mental health resiliency modules. Lastly, the VA invested in an initiative promoting effective partnerships in rural areas to strengthen interpersonal connections and provide civic engagement activities for Veterans transitioning from military service. This enabled one private organization to host 223 programs that provide socialization and camaraderie opportunities to disabled veterans and disabled military service members in rural areas.
