#105 - Utilizing Implementation Science and Evidence-Based Practices to Design and Implement the Global Health Engagement Knowledge Management Program

Background: In February 2019, the Joint Requirements Oversight Council (J-ROC) endorsed the DOTmLPF-P Change Recommendation (DCR) for Global Health Engagement (GHE). These recommendations included the “...establishment of a GHE knowledge management structure to support the GHE community of practice and serve as the knowledge manager for GHE lessons learned and tactics, techniques, and procedures (TTPs).” Methods: Starting with a formal Needs Assessment, the Uniformed Services University’s Center for Global Health Engagement (USU-CGHE) engaged with DoD GHE stakeholders to identify key GHE-related knowledge gaps and conducted a literature review on applicable implementation science and evidence-based knowledge management methodologies and best practices. Results: The DoD GHE Knowledge Management (KM) program was developed, piloted and implemented with supporting Theory of Change frameworks that clearly demonstrated how GHE KM enables military operations, strengthens strategic, operational and tactical objectives, supports new and experienced GHE practitioners, and advances best practices and learning within the DoD GHE community. Four specific activities were identified for the initial KM program implementation. The USU-CGHE Knowledge Management Team devised an evidence-based, theory of change approach to design, implement, monitor, and ultimately evaluate GHE Knowledge Management by utilizing findings from the Needs Assessment, literature review, and rapid prototyping. Conclusion: User-focused GHE Knowledge Management is postured to meet the information and knowledge requirements of all GHE stakeholders through the deliberate deployment of the DoD GHE Knowledge Management program using implementation science, evidence-informed feedback, and user-needs at the strategic, operational, and tactical levels.
