Description

Background In 2014, the Secretary of Defense directed a 90-day review with the purpose of evaluating the Military Health System (MHS). The review generated 77 specific recommendations to kick-start the MHS’ transformation into a High Reliability Organization (HRO). The goal of the MHS’ journey to high reliability, named Ready Reliable Care (RRC), is to strive for zero harm to patients, staff, and visitors in support of the Defense Health Agency Strategy. HROs achieve top outcomes despite operating in complex or high-risk environments. One of the ways HROs succeed is through standardizing processes for less variability, reducing errors to achieve zero harm in clinical and non-clinical areas, celebrating transparency and accountability, and valuing everyone’s input, regardless of rank. RRC is the culmination of efforts across clinical and non-clinical settings to drive better outcomes for beneficiaries and staff across the MHS enterprise. Trustworthy, effective assessments of a health system’s performance are a critical capability of effective, resilient health systems. The DHA aims to ensure the system matures by conducting a unified assessment that defines capabilities needed to advance the maturity of the system. Poster Description This poster is a continuation from the version presented at the 2023 AMSUS meeting. The 2023 poster introduced the DHA RRC framework and the MTF Maturity Index-Model as a method for assessing high reliability. This year’s critical update provides a follow-up on the implementation of the MTF Maturity Index-Model, including the development of an interactive dashboard that provides MTFs a platform to view the results of their assessments and identify areas of opportunity for improvement. The dashboard allows MTF and DHA leaders to detect meaningful differences between-peer MTF performance, allowing them to direct limited resources to identify opportunities for improvement, achieve reliability, and optimize mission performance where most critical. The poster will also provide an overview of knowledge management materials developed and utilized to promote adoption and implementation of the RRC MTF Maturity Index-Model, highlighted through discussion of an organization web page, senior leader promotion, and standardized dashboard training.
