In the uncertainties and complexities evident in the Public Health Emergency of International Concern (PHEIC) operational battlespace, JTF-CS provides expeditious scalable agility and expertise. Established under the U.S. Northern Command as a no-notice, rapidly deployable headquarters addressing all-hazards incidents, the unique and comprehensive capabilities of JTF-CS bring unparalleled value to our nation's disaster preparedness and response strategy. JTF-CS conducts Chemical, Biological, Radiological, Nuclear (CBRN) Response and All-Hazards Defense Support to Civil Authorities (DSCA) operations in support of the Lead Federal Agency (LFA) in order to save lives, mitigate human suffering, and prevent further injury. With a broad spectrum of capabilities, encompassing specialized medical, logistical, and tactical prowess, JTF-CS responds not only to CBRN incidents, but also to all-hazards – natural, accidental, or deliberate. This versatility, evidenced in pandemic response deployments underscores not only their expansive skill set but also emphasizes their pivotal role in the nation's multifaceted emergency response apparatus. Its capability to remain postured as a no-notice headquarters and swiftly mobilize at a moment's notice ensures immediate support for military and civilian assets, thereby bridging the gap between an event's onset and organized assistance. It brings five core-capabilities to all-hazards response: CBRN identification and detection, technical and non-technical search and rescue, mass casualty and non-casualty decontaminate, medical triage and stabilizations, and air and ground evacuation. Furthermore, its comprehensive training protocols and cutting-edge equipment certify that its personnel are always in a state of readiness, facilitating seamless integration with local, state, and federal partners. From July 2020 to January 2023, JTF-CS Surgeon General Directorate developed and coordinated concepts of medical support for multiple hospital augmentation sites providing each embedded augmentation team comprehensive Force Health Protection guidance. With superior medical situational awareness, knowledge, and expertise in medical DSCA capabilities JTF-CS facilitated the development of a comprehensive medical common operating picture incorporating over 1,700 medical situation reports ensuring the Nation had a swift and effective medical response both prepared for and seamlessly integrated local and state assets. JTF-CS’s expertise and decisive action produced real-time situational awareness and understanding for 54 teams supporting civilian hospital augmentation with 217 thousand clinical hours of medical response care in 26 states with 1.9 million vaccinations.
