#246 - Leadership Development Through Collaboration in Pursuit of Global Public Health and Joint Force Missions

The COVID-19 pandemic stressed the global nature of public health with no borders. Emerging national and international challenges call for broad collaborations among all uniformed services, government, and non-government partners. Effective leadership is critical for navigating through these challenges, which often involve public health concerns. U.S. Public Health Service (USPHS) Commissioned Corps officers hold a unique position to be leaders in addressing these concerns while building broad collaborations, aligning with the USPHS Commissioned Corps' mission to safeguard and enhance our nation's health and safety, encapsulated in the motto, In Officio Salutis, meaning In the Service of Health. The USPHS Asian Pacific American Officers Committee (APAOC) has been actively exploring leadership trainings in numerous collaborative endeavors, including mental health trainings, co-sponsoring the annual Dr. Vivek H. Murthy Distinguished Lecture Series on Public Health Leadership since 2021, and hosting the annual APAOC Leadership Summits since 2017. The 6th APAOC Leadership Summit in 2022 on the theme of “Global Public Health Leadership” and the 7th APAOC Leadership Summit in 2023 on the theme of “Advancing Public Health in Joint Force Missions” provided unique opportunities to share valuable experience and knowledge from esteemed senior leaders on leadership development in pursuit of global public health and joint force missions. The poster presentation will summarize and share knowledge, valuable lessons, and resources learned by APAOC through these leadership trainings that can benefit USPHS officers as well as officers in other uniformed services. The USPHS Commissioned Corps is a highly trusted force, and our interoperability is evident through collaborations with governmental and non-governmental entities, temporary assignments, and deployments. USPHS officers excel within command and controlled frameworks and are valuable assets in national and international humanitarian missions. Notably, during the 2014-2015 Ebola epidemic in West Africa, the USPHS Commissioned Corps deployed over 700 officers to the frontlines, side by side with the U.S. Army, contributing to epidemiological research, therapeutic development, patient care, and leadership. Furthermore, the Corps has actively participated in joint governmental and non-governmental medical humanitarian operations that used platforms such as U.S. Navy hospital ships (i.e., USNS COMFORT), to provide healthcare to underserved populations in Central and South Americas, as well as the Asia-Pacific region. More recently, 1,460 USPHS officers joined the U.S. Army in the 2017 hurricane response, and joined the Department of Defense (DOD), the Department of Homeland Security, and the U.S. Coast Guard in the Operation Allies Welcome mission to serve more than 115,000 Afghan evacuees in 2021-2022. Beyond these efforts, the USPHS Commissioned Corps participated in joint trainings such as DOD’s DARPA Service Chiefs Fellowship Program, DOD’s Innovative Readiness Training, and Centers for Disease Control and Prevention (CDC)’s International Experience and Technical Assistance (IETA) Program. The poster presentation will cover resources to share with the broad audience for their explorations of leadership trainings in collaboration with broad partners to advance public health missions and beyond.
