Health facility planning is a key global health engagement capability that assesses the health needs of a population and identifies the combination of services, equipment, facilities, and infrastructure necessary to support them. Collaboration with local health care and building professionals is essential to achieving local buy-in and sustainable solutions. The U.S. Army Health Facility Planning Agency (HFPA) provides support to operational commanders with health system and project-specific requirements across the full spectrum of military operations. The agency’s capabilities include providing assessments and recommendations for the facility physical plant; conducting health care requirements analyses to identify population health needs; creating medical concepts of operation; and developing project packages for repair, replacement, and new health facilities. All these services are performed in close coordination with local health care, business, governmental, and non-governmental leaders to ensure that the recommendations are executable and sustainable. For the last three decades, HFPA has participated in military-to-military and military-to-civilian efforts supporting combatant commanders’ objectives related to regional stability and strengthening partnerships. The multidisciplinary health facility planning capability is provided by a team of architects, engineers, health facility planners, nurse methods analysts, biomedical equipment technicians, information technology specialists, and others to assess the health needs of a population and identify the combination of services, equipment, facilities, and infrastructure necessary to support local beneficiaries.
