Harmful behaviors, such as child abuse, domestic abuse, harassment, retaliation, suicide, and sexual assault, share many of the same risk and protective factors. In the Department of Defense Instruction (DoDI) 6400.11, the Office of the Under Secretary of Defense for Personnel and Readiness outlined a plan for the National Guard (NG) of each State, Territory, and District of Columbia (S/T/DC) to develop a Comprehensive Integrated Primary Prevention (CIPP) plan that outlines prevention practices for reducing harmful behaviors, beginning in 2024. The National Guard Bureau (NGB) sought the assistance of the Center for the Study of Traumatic Stress (CSTS) to provide expert feedback on S/T/DC CIPP plans. CSTS created the Quality Assurance Check (QAC) guide and process to streamline CIPP plan reviews.
The QAC guide is a tool and process used to review CIPP plans for completeness, appropriateness, clarity, and adherence to evidence-based prevention practices. To create the QAC guide, the CSTS Integrated Primary Prevention (IPP) team studied policies of primary prevention, met with the NGB and eight states to understand essential aspects of CIPP plan creation, and analyzed the NGB CIPP plan template. The QAC guide and process involves five steps: 1) S/T/DC emails CIPP plan to CSTS, 2) CSTS scientists and analysts use the QAC guide to review the plans’ sections based on areas of expertise, 3) All completed comments are reviewed and synopsized, 4) the CIPP plan is returned to S/T/DC with feedback within 10 business days, and 5) optional 30-minute live virtual feedback session between S/T/DC, CSTS, and NGB. Additionally, scientists reviewed sections of each state’s CIPP plan corresponding to their expertise.
The resulting QAC tool was the first of its kind to quality-check prevention plans across the DoD. The QAC guide and process have facilitated growth in the area of quality improvement for primary prevention. Additionally, the QAC guide streamlines the CIPP plan review process, aids in strengthening S/T/DC CIPP plans, spurs collaboration between CSTS, NGB, and S/T/DC, promotes CIPP plan evaluation efforts, and has the ability to be implemented and adopted service-wide.
