The Defense Health Agency, supported by the Department of Defense (DoD) and Department of Veterans Affairs (VA), spearheaded the development of the Individual Longitudinal Exposure Record (ILER) – a digital solution that centralizes and streamlines exposure data to improve healthcare outcomes. ILER aggregates and integrates diverse data sources, including deployment records, hazardous exposures (e.g., burn pits, environmental toxins), and supporting medical information. This comprehensive digital repository creates a personalized exposure history of each Service Member and Veteran. Through ILER’s integration with Electronic Health Records, clinicians gain a holistic view of potential service-related exposures that enables more accurate and personalized diagnoses and treatments. ILER also expedites benefits claims by reducing processing times from up to 18 months to less than two weeks under the mandatory review requirements of the Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxics (PACT) Act. ILER currently supports over six million Service Members and Veterans who can access their personalized exposure record. This accessibility empowers them to take control of their health and proactively manage exposure-related conditions. With over two million transactions monthly, ILER has become a vital tool in both healthcare and benefits administration. Additionally, researchers benefit from ILER’s data repository that advances studies on the long-term health impacts of service-related exposures and informs policies that protect future Service Members and Veterans. ILER exemplifies the transformative power of DoD-VA collaboration and technology-driven innovation to address critical health and benefit needs of Service Members and Veterans, ensuring our nation fulfills its commitment to those who served.
