CDR Flores-Carrera is a native of Miami, Florida. She earned a Bachelor of Arts and a Bachelor of Science from the University of Florida. She was commissioned as an Ensign in the Medical Corps in 2004 and attended Lake Erie College of Osteopathic Medicine – Bradenton on the Health Professions Scholarship Program. She was commissioned as an active duty Lieutenant in 2008 and went into her General Psychiatry Residency at Naval Medical Center Portsmouth, Virginia. She completed training as Chief Resident in 2012.
After residency, she served her first tour as Staff Psychiatrist in Naval Hospital Jacksonville, Florida, where she played a pivotal role in creating the Directorate for Mental Health. In 2013, she deployed as an Individual Augmentee in support of Operation Enduring Freedom to Joint Medical Group, Joint Task Force Guantanamo, Cuba, where she served as the sole Psychiatrist and Assistant Officer in Charge.
CDR Flores-Carrera returned to Naval Hospital Jacksonville, where she served a number of leadership roles including Division Officer for Mental Health and the Substance Abuse Rehabilitation Program, and member of the Executive Committee of the Medical Staff as the Directorate for Mental Health Representative. In 2015, CDR Flores-Carrera returned to Graduate Medical Education and completed the Child and Adolescent Psychiatry Fellowship at Walter Reed National Military Medical Center.
From 2017 to 2020, she completed an overseas tour as the Child and Adolescent Psychiatrist at US Naval Hospital Okinawa, Japan, where she was the Associate Director for Mental Health, Chair of the Provider Wellness Committee, and voting member of the Medical Executive Committee as the Directorate for Mental Health Representative. She served as the Interim Director for Mental Health upon the incumbent’s departure.
From 2020 to 2023, CDR Flores-Carrera then served a consecutive overseas tour as the Division Psychiatrist, 3d Marine Division, III Marine Expeditionary Force, in Okinawa, Japan. She was also appointed as the Force Mental Health Officer for III Marine Expeditionary Force and the Chair for the Medical Executive Committee.
CDR Flores-Carrera is dual board certified through the American Board of Psychiatry and Neurology and is currently serving as the Senior Mental Health Executive at Naval Medical Forces Pacific. CDR Flores-Carrera is the Child and Adolescent Psychiatry Consultant to the Navy Psychiatry Specialty Leader, holds an academic appointment as Assistant Professor of Psychiatry at the Uniformed Services University of the Health Sciences, and is the President-Elect for the Society of Uniformed Services Psychiatrists. As the former Chair for the BUMED Mental Health Sub-Community Board, she now leads the Psychological Health Line of Effort for the Female Force Readiness Advisory Board. CDR Flores-Carrera is qualified as a Fleet Marine Force Warfare Officer, and her military decorations include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal (three awards), Joint Service Achievement Medal, Navy and Marine Corps Achievement Medal, and the Military Outstanding Volunteer Service Medal.
