CAPT Deborah Belsky, MD, MPH, FAAFP, is Chief, Division of Operational Medicine and Quality
Improvement and Assistant Chief Medical Officer for the U.S. Coast Guard. Additional roles include Chief
of Force Health Protection and Physician Force Manager.  CAPT Belsky is Board Certified in Family
Medicine. As a medical officer in the U.S. Public Health Service (USPHS), she worked as a Team Lead and
regulatory reviewer within the Food and Drug Administration where she had significant involvement in
the COVID-19 expedited review of novel trials of cellular, gene, and immunoglobulin therapies and
evaluated safety and ethical considerations for pandemic international clinical trials.  She also served as
a Senior Advisor in the Bureau of Primary Health Care, Health Resources and Services Administration.
During her USPHS career she has been on numerous deployments to include the Ebola quarantine
response mission, health screenings of unaccompanied minors at the Southern Border, and leading a
deployment team for missions at the US Capitol.  She also served for 7 years in the US Air Force where
she received her Family Medicine residency training at Travis AFB, CA. CAPT Belsky Chairs the Physician
Category of the USPHS.
